His career spans emergency services, healthcare systems, and major transport and infrastructure environments, where he has led the development and implementation of emergency management policies, governance frameworks, and operational models that perform under pressure. David has played a key role in designing, assuring, and delivering large-scale infrastructure and transport programs, working closely with executive teams, regulators, and multi-agency partners.
